The City Comptroller is the Chief Fiscal Officer of the City, and as such maintains and supervises the City's general accounting system, examines and audits the accounts of all City officers, and all persons indebted to the City. The Comptroller certifies the condition of the City's accounts, supervises and is responsible for the disbursement of all City funds. Investment and management of all City funds are also responsibilities of the Comptroller.
The Comptroller's Office assists the Mayor in preparing the annual City Budget, prepares the payroll, issues disbursement checks, and reconciles the bank statements at the end of each month.
A Purchasing Department was created on January 1, 1967. The Comptroller serves as purchasing agent for the City and is responsible for purchasing all City materials and supplies at competitive prices. When bidding for supplies/equipment is required, the purchasing agent is responsible for advertising for bids.
